PRESIDENT’S MESSAGE Scott Robinson

We had excellent attendance for our November meeting. All but nine people were members. Myself, (President), Kathy Brooks (Vice-president), Arlene Patton (Secretary), and Keith Townsend (Treasurer) will serve Spokane Chapter 32 for another year. Our directors (expiration year) will be Bill Beatty (2023), Margie Dennis (2023), Wanda Faulkner (2023), Ken Kaul (2024), Pat Hegerberg (2024), Roger Bosky (2024), Bev Benka (2025), Dennis Poppe (2025), Gisela Moyle (2025), and Joanne Welch (2025). Thank you all for serving Spokane Chapter 32.


On November 15, the Office of Personnel Management announced the 2022 Presidential Rank Awards (PRA) recipients. President Biden selected 233 individuals across 33 federal agencies for their exceptional performance within the federal career civil service. Established in the Civil Service Reform Act of 1978, the PRAs are designed to recognize a distinguished group of civil servants, honored for their hard work and dedication to public service. This year’s recipients include 1) a USDA employee who established a Personal Protective Equipment distribution program to protect front-line employees during the global pandemic; 2) a DOE employee who led the nation’s development of and transition to high efficiency, zero-emissions electric vehicles and other technologies; and 3) a NASA employee for the mission success of the James Webb Space Telescope, which sees thousands of colorful galaxies (source opm.gov).

Tami and I will seek warmer climes during this winter as we transition into Winter Texans. We intend to seek out the Corpus Christi Chapter meetings during our stay.

ALZHEIMER’S (vacant Chairperson)

The holidays are often filled with sharing, laughter and memories. But they can also bring stress, disappointment or sadness. Due to COVID- 19 and seasonal flu, holidays can create more risk for spreading infections, especially for older adults who tend to have underlying health conditions. A person living with Alzheimer's may feel a special sense of loss during the holidays because of the changes he or she has experienced. Caregivers may feel overwhelmed by maintaining traditions while providing care and adhering to safety precautions.


The safest option is to plan carefully for in-person holiday gatherings with people outside of your household. Make sure that everybody is vaccinated or recently tested, test for COVID-19 frequently and consider postponing or visiting virtually if you or the person you are caring for doesn't feel well. Other tips and ideas for enjoying time with family and friends during the holidays include 1) familiarize others with the situation, 2) adjust expectations, 3) involve the person living with dementia, 4) connect through technology, 5) adapt gift giving, and 6) safely celebrate in-person gatherings (source alz.org).

LEGISLATION Roger Bosky No GPO/WEP for Christmas?

With so little time left in this Congressional session and a busy schedule. it’s becoming increasingly likely that HR 82, The Government Pension Offset/ Windfall Elimination Provision (GPO/WEP) bill, will likely end up in the Government dust bin. Having gotten over 300 co-sponsors, it’s important that we keep the pressure up for the ultimate passage of a provision to get rid of these onerous impacts on our earned benefits. Over 2 million people are hurt by GPO/WEP and they should go.


Our benefits will get an estimated 7.7 - 8.7% increase to help us catch up with inflation. Our representative, Cathy McMorris Rodgers, is now the ranking member of the House Energy and Commerce Committee and is slated to become its chair when the leadership in the House changes next year. As such she will have a powerful voice in efforts to combat inflation, which impacts prices on our food, health care, gasoline, etc. Let’s hope that she can work in a bipartisan way with the Administration to control the spiraling costs of inflation.

Bipartisan efforts will also be needed to pass another spending bill. On December 16th the current continuing resolution expires, and the Government needs to pay its bills.

The NARFE M-112 Activity Report gives Chapters so much good information on its membership. As of Nov. 27, 2022, Chapter 32 has 239 Chapter members, 208 National only members for a total of 447 members. A special thanks and welcome to the 5 new members and the 5 members that transferred their membership to Spokane. Of our 239 Chapter members 74 elect to renew their dues annually, 28 renew ever two years, 55 renew for 3 years, 63 use dues withholding and 19 are lifetime members. Dues withholding should be considered by all NARFE members.

Chapter 32’s Board submitted its 2023 Outreach Plan to the Washington State Federation. The Federation will match 50% of the cost for activities identified in the Plan that focuses on recrement of new members. Chapter 32’s Plan identified the following activities/events:

· NARFE booth at Unity in the Community – August 2023 event · Senior Day @ the State Fair – September 2023 event · Military (retirement) Appreciation Day –2023 Date TBD · Alzheimer Walk, October 2023 event

· Federal Health Benefits fairs – October 2023 events.

The success of the events will depend on several NARFE members coming out to help work at the booths. Please let me know if you are interested.

With a major winter storm approaching our area, my wish is for each of you to stay unharmed from mishaps or illnesses of any kind.

The Chapter is sending birthday and anniversary wishes to all who celebrate in December.

Recently Scott Robinson was diagnosed with COVID and recovered quickly. Seems we all will most likely get this virus at some time. Phil Moyle is recovering from an unexpected hospital stay in Portland and Gisela is being very patient with him and his relapses. Mary Ann Bosky is recovering from a total knee replacement and giving Roger and family her normal bit of trouble. Her independence is showing, as expected.

On another unpleasant note, our Chapter has lost several members, among them: Ken Kaul, a very active member and Director for many years. His spouse, Tina, is also a member. Sandra Cook unexpectedly passed while visiting her family on the East Coast. She was an active member and Membership Chairperson in the recent past. Also passing are Ernest Van Fredenberg, Robert Bachman, and Jerry Cesaratto. These members will be deeply missed.

PRESIDENT’S MESSAGE Scott Robinson

November’s membership meeting will be our Chapter’s annual meeting. We will elect three directors for the next three years. They will be installed during our December meeting and begin their role in January. I encourage you to attend and vote for Spokane Chapter’s future leadership. Thank you for entrusting me as your President for the past three years.


Open Season for our Federal Employee Health Benefits (FEHB) will be from November 14 to December 12. During this time, federal employees, retirees, and survivors can make changes in their current enrollments of FEHB and the Federal Employees Dental and Vision Insurance Programs (FEDVIP). You don’t have to do anything if you like the health coverage you presently have. FEHB premiums paid by federal employees and retirees will increase an average of 8.7% in 2023. This compares with our Cost-of-Living Allowance (COLA) increase of 8.7% for Civil Service Retirement System (CSRS) and 7.7% COLA for Federal Employees Retirement System (FERS) in 2023. November’s issue of NARFE Magazine has traditionally featured easy-to-follow charts and a helpful list of Frequently Asked Questions (FAQ) to guide you through your decisions. ALZHEIMER’S (vacant Chairperson)

Since 1983, NARFE members have played a major role in seeking a cure for Alzheimer’s disease. Through its partnership with the Alzheimer’s Association, NARFE supports research into the causes, prevention, detection and effective treatment of Alzheimer’s and all other dementia. Public education on the need for research – our only tool for conquering the disease – also is an important focus.


NARFE’s total contributions in August, including planned gifts, exceeded $440,000, pushing the Fund’s total past $15 million. “This achievement is especially gratifying because the fund only reached the $14 million milestone in September 2021,” said NARFE President Ken Thomas. NARFE recently announced it will raise another $1 million for the Association's full mission by the end of 2025.

GOVERNMENT PENSION OFFSET/WINDFALL ELIMINATION PROVISION (GPO/WEP)

I find it somewhat ironic that the GPO/WEP bill with 305 cosponsors can’t get to the House floor for a vote. Instead, the bill is now lost in the arcane procedures of Congress. We have until the end of the year for a vote, but that does not seem likely. NARFE has worked hard, and this year’s progress is the farthest we have gotten. Keep on pushing!


November 14th begins the open season for health benefits. Remember to make sure that you have access to OPM if you are contemplating any changes.

As of October 23, 2022, NARFE Chapter 32 had a total of 448 members, 243 Chapter members and 205 National only members. Ann Sharley-Hubbard, of Spokane Valley, has recently joined Chapter 32. Hope to see her out to some of our Chapter meetings. The M112 Article Report reported that Robert G. Bachman recently passed away.


Washington State Federation (WSF) held its annual conference October 11-13, 2022. Election of WSF officers resulted in the following: President, Cray Henry, Vice President, Mary Traxler, Secretary, Linda Wallers and Treasurer, Arlene Patton. District Vice Presidents are Mary Binder, District I, Verna Wright, District II and Bea Bull, District III.

Over the last 60 days (August 1-September 27th) the M-112 activity report shows the following: Chapter 32 gained one new member: Robert J. Palmquist. Welcome to Chapter 32! We also had five members transfer from Chapter 856, Columbia Basin, which is now closed. Hope those individuals will get involved with Chapter 32.


One member, Robert (Bob) Elmore passed away. Bob will be missed as he was always supportive of the Chapter and the WSFederation.

Spokane Chapter has successfully met in-person for the past year at Darcy’s Restaurant. Our number of attendees has fallen because of the COVID pandemic. However, we continued to enjoy one another’s friendship and guest speakers. Ruth Gifford will talk to us this month about the Dishman Hill’s Conservancy. I hope to see you there.

I extend congratulations to Washington Federation President Steven Roy for his election to Region IX Vice-president. On another election note, Spokane Chapter’s Board has four Officers and nine Members-at-large. The officers have another year of their terms, but three members-at-large will expire December 31. Consequently, we will nominate candidates to be elected during our November meeting and installed in December.

In April, I reported to you about a conversation that I had with one of our Chapter members. He informed OPM about his wife’s recent passing but had no response from OPM. Although I could not help him, I offered two pieces of advice when communicating with any government agency. One, secure a return receipt with the US Postal Service and two, retain a boat load of patience. I wish to share my personal experience with the IRS regarding our 2021 taxes. Yes, I received a return receipt showing its delivery, and nineteen weeks passed between its delivery date and the direct deposit into my bank account. Moreover, the IRS paid interest due to its lateness.

Although the final numbers have not been published as of this writing, we anticipate a COLA of about 8.6%.

ALZHEIMER’S (vacant Chairperson)

Joel Loiacono talked about Alzheimer’s research during our September meeting. He said that several different risk factors contribute to dementia. The Washington Post recently reported (09/16/2022) that researchers found for every 1,000 seniors with covid-19, seven will be diagnosed with Alzheimer’s disease within a year. They examined electronic health records of more than 6 million Americans over age 65 from almost 70 health care centers across the country. This study is not conclusive cause-and-effect but adds to the growing body of work suggesting a relationship between the two. People should remember that diagnosis of Alzheimer’s disease is not necessarily confirmation of the disease. The Washington Post also recently reported (see Spokesman Review, 09/29/2022) that a new experimental drug slowed cognitive and functional decline by 27% in a clinical trial of almost 1,800 patients with mild cognitive impairment caused by the disease. The drug, called Lecanemab, reduces abnormal clumps of beta amyloid, which is a hallmark of Alzheimer’s. Japanese drug maker, Eisai, and its American partner, Biogen, are awaiting approval by the FDA. Spokane Chapter is recruiting an Alzheimer’s Chairperson. LEGISLATION Roger Bosky

HR 82 , the Government Pension Offset ( GPO ) and Windfall Elimination Provision ( WEP ) continues at a snail’s pace through Congress. It now has 303 cosponsors and was put on the consensus calendar and then on the union calendar. My civics class never covered such an arcane process. Now there is only a slight chance that it will come to the full House for a vote. And it still faces the Senate.

NARFE has worked hard for this measure which reduces the benefits of almost 2 million retirees. This is the farthest that this or similar bills have gone. Keep nudging Congress on this one.

Next year for the first time in a long while premiums for Medicare Part B coverage will be reduced. Remarkable, since we are now living with inflation. Most people will pay $164.90 monthly, a reduction $5.20.

Today the Senate passed a continuing resolution to ensure that the government can continue paying its bills beyond September 30. The bill is expected to pass in the House before the deadline.

The open season for health benefits will begin on November 14 and end December 12. If you think that there might be some changes you want to make, be sure that you can access your account

It is with great sadness we announce the passing of Bob Elmore after his health declined suddenly. Bob gave many years of service to our Chapter as a Committee Chair for the Rest Area fundraisers, attending Chapter and Federation meetings and events, as a Board Member, and, I am sure, many other duties before I became a member. At the 2022 Garage Sale, several of us mentioned Bob, since he was always present, and was missed. His wife, Beverly, remains a member.
