PRESIDENT’S MESSAGE Scott Robinson


President Trump recently released his fiscal year 2021 budget proposal. It recommends an inadequate 1.0 percent pay raise for federal employees in 2021, which falls short of his budget’s recommendation for the military. This same budget also recommends nearly $180 billion cuts to federal benefits. After thoroughly reviewing the president's recommendations, NARFE's advocacy team will strategically set out to defeat any measures that threaten the preservation of America's federal employees' and retirees earned pay and benefits. I believe the President should not hold federal employees and retiree’s hostage to pay for his other high-priced programs.

March is NARFE-PAC month, which is the perfect time to promote the PAC to our fellow members. Doing so is critical because we are in a new stage of the election cycle. A strong NARFE-PAC month will ensure that the PAC has the fortitude to fight for our federal retirement security in upcoming elections. Look for more information on what we can do to promote NARFE-PAC as it becomes available.

Our February 10th speaker was Candice Correia, Assistant Professor at Whitworth University. Her expertise is in the area of taxation and she made this subject very interesting for us. Candice had some surprising information. Since the 2018 tax law changes, only 5 to 7% of Americans itemize on their tax returns! The top deductions are medical expenses and real estate. Since gifts to charities do not affect your taxes unless you itemize, and now so few do so, there have been less contributions to non-profits because the tax changes. Union fees are no longer deductible. The standard deduction for a single person is $12,200 and married jointly is $24,400 but those over 65 may qualify for more. Since the new tax laws went into effect, taxes collected by the IRS have been less than projected. Income tax has been 5.4% less than projected, and corporate taxes are a whopping 38.7% less than projected! Professor Correia said that right now "we are in dire need because of the National Deficit which needs to be corrected with higher taxes or some other way". (Roger Bosky, NARFE Legislative Chair, warned that a Republican Congressional Committee has called federal employees overpaid and has recommended cuts to health and other benefits.) Candice advised keeping tax records for 7 years. If you are an AARP member, there are sites around the Spokane area that will do your taxes for free. Rev. Ian Robertson is on the agenda for March 9th. Since retiring, Rev. Robertson has started a new organization where he continues his ministry work. He is one of the original organizers of The Hub in Liberty Lake. He initiated a plan to build "tiny houses" for the homeless. And now he is focusing on a program in Colville WA. The issue of homelessness continues to receive a lot of attention in Spokane and around the country. Ian will explain his vision for helping to abate this social challenge.


April's speaker will be Joe Guarisco who worked for the USDA Forest Service between 1996 and 2015 as an illustrator and publisher. He worked on a Forest Service cultural preservation team working with various government agencies across the country and internationally. The team partnered with USAID, The Nature Conservancy, World Bank and other international funding sources, and private land-based entities on sustainable tourism-based projects. As a Federal Employee, Joe had some very unique experiences locally and abroad.

HAPPY ANNIVERSARY CHAPTER 32: NARFE was formed in 1921 and shortly thereafter Chapter 32 was organized on March 1, 1950, 70 years ago this month. Looking over our Chapter membership we have 393 Chapter members and 203 members that have elected to be National members only. It’s hard to believe but of the 393 Chapter members we have 105 members that joined NARFE (Chapter 32) in the 1960s (1 member), 1970s (9 members), 1980s (28 members) and 1990s (67 members) A special celebration/program is being planned for our June 8th Chapter meeting. Hope many of you will join us for the celebration.


The 2020 Washington State Federation (WSF) Conference: The conference will be held in Lynnwood, WA on May 19-21, 2020. Hotel information and registration is posted on the WSF website: NARFEWA.org. Hope to see a good turnout from Chapter 32 in attendance.

THE PRESIDENT PROPOSES, THE CONGRESS DISPOSES

Like last year, the President’s budget proposal contains many cuts and belt-tightening items which would adversely affect Federal employees and retirees.


The proposed FY 2021 budget contains such items as increasing contributions to retirement programs and health insurance, reducing or eliminating COLA’s for employees and retirees, eliminating the FERS supplement, and many other hits to our earned benefits. The proposal also contains a modest 1% pay increase.


Recently, the House Republican Study Committee has a proposed even more draconian measures on the civil service. The Committee labeled employees’ pay as too high and recommended phasing in the elimination of pensions in favor of a TSP match.

The upside to all this bad news is that Congress has largely ignored these types of proposals in the past. But they cannot be ignored since they reflect the President’s priorities.


In the meantime, NARFE has helped us get a 3.1% raise and paid family leave for employees. Now, let’s push for doing away with the Windfall Elimination Provision which has hurt so many retirees.

Did you know that retirees can sign up for membership dues to be pulled out of your retirement by OPM so that you never have to think about it again? I have dues withholding and have found it to be extremely easy and painless. It’s one less payment to remember. Just sign up and each month 1/12th of your yearly dues will be sent to NARFE until you decide to change it. To apply for dues withholding:


Your authorization may be sent to your chapter or directly to National Headquarters. National Headquarters requires your authorization at least 60 days prior to your expiration date to allow adequate time for processing.


You will need your …

• Civil Service Annuity (CSA or CSF) number.

• Social Security number.

• Date of birth, and

• NARFE membership number, if you are already a member.


Once the application process is completed, you will receive a special membership card distinguishing you as a Dues Withholding member. If you require more information, contact NARFE National Headquarters at 800-456-8410, or by mail. My experience with Headquarters is that they are very helpful.


You can also pay for 3 years at a time, so again, you do not have to worry about when your dues is due for a couple extra years. When you renew online, there is a button on the bottom of the renewal page that asks you to choose how many years you want to renew for.

Our Chapter has suffered a severe loss in the passing of Lester Ames. We were fortunate to have him attend many of our meetings to share his insights and many funny, some would say, corny jokes. Our Chapter members helped him celebrate his 100th birthday in 2019.


Chapter 32 sends birthday and anniversary wishes to all who celebrated in January and upcoming February celebrations.

Seaweed-Based Drug Approved for Alzheimer's


The first prescription drug since 2003 to be approved for Alzheimer's is now available in China but not yet in the United States.

Much to the surprise of the global Alzheimer's research community, the remedy, called GV-971, has been given the go-ahead in China following successful trials.

The makers of the drug are considering asking the FDA to create a “compassionate use” indication to allow people to access this drug in the U.S., while we await more clinical study. The research is certainly promising.

Geng Meiyu, the scientist who started development of the drug in 1997, was interested in the connection between poor gut health and Alzheimer's. This led her to look at the properties of seaweed to restore balance to the intestinal flora. It’s a novel strategy to combat the disease.


In a mouse model of Alzheimer's, unbalanced gut bacteria led to infiltration of immune system T cells into the brain, where they stoke neuro-inflammation. Treatment with GV-971 altered the microbiome so it no longer triggered an inflammatory response.

Are you tired of the annual cost-of-living adjustment (COLA) not keeping pace with the increased costs you’re experiencing? Visit NARFE’s Legislative Action Center to send a message to Representative Cathy McMorris-Rogers urging her to support the Fair COLA for Seniors Act, H.R. 1553. This bill would replace the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) with the Consumer Price Index for the Elderly (CPI-E) to ensure more accurate annual COLAs for seniors. Our Spokane Chapter is 395 members strong with an additional 202 national members in our local area. Our voices count on matters relating to our federal benefits.

Registration opens February 3 for FEDCON 2020 in Scottsdale, AZ. Attendees will experience two-and-a-half days of thought-provoking speakers, leadership training, intensive education on federal benefits, and opportunities to connect with fellow NARFE members and federal colleagues. Tami and I attended last month’s NARFE’s local Chapter 91 in Corpus Christi, TX. Twenty-four people attended their meeting, which is similar to our chapter’s attendance. Unlike us, they do not share a meal together, which I truly enjoy. Their invited speaker was from The Good Feet Store, which is also located in Spokane Valley. I continue to appreciate VP Arlene filling in for me during my absence.

Due to inclement weather and dangerous road conditions, we had to cancel our January meeting and reschedule our speaker, Rev. Ian Robertson. The good news is that Rev Robertson has graciously agreed to reschedule his presentation for the March meeting.


On February 10th, our speaker will be Candice Correia an Assistant Professor at Whitworth University. Her expertise is in the area of taxation. Besides teaching she still performs compliance and consulting work for businesses in a variety of industries. She has a wide range of experience in the accounting and legal fields, working in the private sector with BDO USA, LLP accounting firm and as a Judicial Attorney for Kootenai County. Professor Correia has her Juris Doctorate and Masters in Taxation degrees from Gonzaga University. Those tax forms are starting to come in and it's time to get focused on this yearly task. Come learn what's new and what might make a difference for you.

THE CALM IN THE STORM

Recently, our country narrowly averted a war with Iran; the impeached president is on trial; Congress is divided into inaction and the civil service is under attack. But our benefits have survived the storm.


Last month the President signed spending bills to keep the government operating through FY 2020. There were increases for both the defense and non-defense sectors. Federal employees gained a provision for paid family leave as well as an average 3.1% increase in pay. Retirees had to settle for a 1.6% cost of living (COLA) increase.


This year the way the government computes our COLA’s will be a focus for NARFE . Right now, the COLA is computed using the CPI-W, which does not take into account medical expenses among other shortcomings. There is much talk about using the so-called chained CPI. But the chained CPI is worse than the CPI-W because it doesn’t include medical costs and assumes that if an item, we purchase get more expensive e.g. if coffee is high, we’ll start drinking tea. NARFE is fighting to use the CPI-E, which includes medical costs and other items that are needed by older people.

Let’s do what we can to ensure that we get the recognition and security we need in our retirement.

Chapter Membership: The new AMS system is starting to reveal concerns with Chapter Membership. Currently 395 members are Chapter members, 202 NARFE members living in the Spokane area have chosen to be National members only. However, my quick review of the data base has resulted in members being dropped or shown as National members only. Please give me a heads up if you think you have been dropped from the NARFE data base or as a Chapter member.


Chapter 32-Spokane may not be able to continue to provide the level of services we current provide unless NARFE members are willing to pay the Chapter dues of $8.00. Our dues amount is some of the lowest in the state and we provide far more services: monthly newsletter, website, Chapter meetings with outstanding speakers and subsidize members that wish to attend Federation and National conferences. We have had outstanding speakers at Chapter meetings. Recruiting quality speakers often depend on the level of attendance at Chapter meetings. As you renew your National dues, also please renew your Chapter dues. If you currently are not a Chapter member, please consider joining.


2020 Washington State Federation (WSF) has received nominations for all positions except Federation Secretary. Position duties and applications are available on the Federation website www.narfewa.org. Please consider applying for a Federation position. In addition to the Secretary position the District 1 VP position is currently vacant and will need to be filled during the upcoming May 2020 Federation Conference.

Novel Approach Shows Early Promise in Boosting Memory in Alzheimer’s


Very early research suggests a novel, noninvasive brain stimulation technique guided by ultrasound may improve memory in Alzheimer’s disease (AD).


Investigators found that ultrasound-guided transcranial pulse stimulation (TPS) administered to a small number of patients with probable AD improved memory for up to 3 months and that these improvements correlated with improvements in brain networks observed on functional magnetic resonance imaging (MRI).


Although encouraging, Alzheimer’s experts caution the findings are highly preliminary and not near ready for prime time.


“TPS is a promising new brain therapy worthwhile to be further investigated in larger clinical studies on AD and other diseases like Parkinson’s, multiple sclerosis, and stroke,” said Roland Beisteiner, MD Associate Professor, Medical University of Vienna, Austria.


The study was published online December 23 in Advanced Science.

I appreciate your vote of confidence of me becoming next president in 2020. I’ve been retired 11 years after 34.5 years as a wildlife biologist with the Bureau of Land Management in Ely, Nevada; Fairbanks, Alaska; and Coeur d’Alene, Idaho. I also have worked with the Wildland Fire and Aviation program. Beginning in 1973, I created the first fire history map of the Los Padres National Forest. I finished in 2017 as a Helibase Manager and Air Support Group Supervisor. Wife Tami and I are enjoying Corpus Christi, Texas as you read this newsletter. We plan to attend NARFE’s Chapter 31 meeting in the Sparkling City by the Sea, Texas. I appreciate Vice-president Arleen Patton for graciously filling in during my absence. I hope to serve the membership well.

"Oh what fun it is to ride in a one horse open sleigh..." And what fun it is to be at NARFE! The December meeting was special for a number of reasons. We thanked our outgoing officers for their service and devotion. And we welcomed the incoming officers who have accepted the challenge. There were homemade cookies, and pies and fudge and candies for dessert after lunch. And we learned more about each other when each member talked about their childhood Christmas experiences. Each story was as unique as the individual person. But they brought me to laughter, and warm memories and even to tears. In my book, there was inspiration for at least 10 new classic Christmas movies! We all did a wonderful job of being the program.

We are starting the year with a program about solutions to homelessness. The speaker will be Rev. Ian Robertson. Rev. We are wishing Margie Dennis quick healing from her early December shoulder surgery.

Our sympathies are extended to Sandy Cook on the unexpected loss of her father in early December. She will be with family until after the first of the year.

Many have suffered losses, troubles, downturns, and other issues over this past year. We wish you well as all begin a year of new beginnings.

We want to wish those members, and family members, celebrating birthdays and/or anniversaries in January.

LEGISLATION Roger Bosky

On December 20th the President signed 2 spending bills providing funding for the government operations through FY 2020, thus averting a government shutdown. In signing the bills, he noted “the excellent work of the Federal workforce."

Of interest to us, a bill provides for an average 3.1% pay raise for federal employees which matches the raise given to the military and is the largest in a decade.

The bill also provides for paid family leave benefits beginning October 2020. The bill would provide up to 12 weeks of paid leave for the birth, adoption or fostering of a child as well as for the care of a child, parent or spouse with serious medical issues.

The spending bills do not address the Windfall Elimination Provision. Three bills are now pending in the House. H.R. 141 has mustered 224 cosponsors. Urge your representative to support this legislation.

After much discussion the Board passed a much-reduced budget amounting to $26,550.00 down from a 2019 budget of $37,400.00. Our District VP, Christine Price has resigned. I agreed to assist other Chapters in District I until the May WSF Conference. I will also continue to act as Financial/Budget Officer until the elections/May conference. Chapters will NOT be billed Per Capita Tax in 2020. Chapters were encouraged to use their resources to send members to both the May Federation Conference and the National Conference, to be held in Scottsdale, AZ, August 31-Sept 2nd.

Nominations for 2020 Washington State Federation (WSF) Executive Officer Positions are now open: Posted on the Washington State Federation’s web page: www.narfewa.org are the position description as well as the application. Applications must be submitted by January 10, 2020.

NARFE Scholarships; the 2020 NARFE FEEA Scholarship Program is open. Deadline for applications is Wednesday, March 25, 2020 (3:00pm EDT). The competition is open to high school seniors only, and applicants must be children, grandchildren or great grandchildren of NARFE members. Ten winners will be chosen. Each will receive a one-time award of $1,000.00.

As I step down from the President’s position, I want to thank all the Officers, Directors and Committee leaders that have given much support. Also want to wish everyone a very Merry Christmas and Best Wishes for the New Year.

HOW TO BE A GOOD FRIEND TO SOMEONE LIVING WITH DEMENTIA:

EDUCATE YOURSELF. There are many stages and kinds of dementia.

DON’T DISAPPEAR. Call and invite your friend to do activities you both enjoy.

OFFER HELP. Ask what they are comfortable doing and what they need help with.

TALK DIRECTLY TO YOUR FRIEND: Make eye contact. Let them know that it’s great to see them.

ALWAYS BE PATIENT: If someone asks the same question over and over, don’t point that out. Just answer. Give them plenty of time and space for responses.

OFFER REMINDERS: If your friend looks confused, give your name and connection. “Our kids played baseball together.”

DON’T ASK A SERIES OF QUESTIONS, WHICH CAN BE CONFUSING. Avoid questions—like what did you do today—which require short term memory and can be frustrating for someone with dementia. Better to ask questions that someone in any stage can answer and that show that you care, like, “How do you feel today?”

AVOID LOUD CROWDED PLACES. They can be overwhelming.

TOUCH IS IMPORTANT. HUG. OFFER A GENTLE TOUCH ON THE ARM OR HAND OR SHOULDER. People with dementia sometimes feel others are afraid of them.
