PRESIDENT’S MESSAGE Scott Robinson

I hope everyone had a good summer. For those of you who subscribe to BlueCross BlueShield Basic Plan (FEHB), I want to remind you to request reimbursement for your Medicare Part B premiums. BCBS promised $800 to you and $800 for your spouse if both of you pay Part B premiums. Tami and I received our reimbursements this summer. All you need to do is apply for it. It you have any questions, please feel free to contact me, or any officer or director.

Spokane Chapter is planning to “Walk for Alzheimer’s” on October 8th. NARFE has contributed financial resources to Alzheimer’s research over many years because this disease touches many of us in our later years. I invite all volunteers who would like to either walk for Alzheimer’s or host a NARFE table at the walk. These opportunities offer you chances to mix and mingle with other federal retirees and, perhaps, recruit a new member or two along the way. We discuss our plans at the September Meeting.

As Spokane Chapter resumes its monthly in-person meeting in September, I invite you to join us. You may ask, “What’s in it for me?” Firstly, visiting with other federal retirees during lunch. Secondly, listening to our guest speaker Joel Loiacono talk about Alzheimer’s research. And thirdly, learning about local grass-roots advocacy for our earned benefits with our Congressional Representative.

LEGISLATION Roger Bosky

As the year winds down, note that when this year ends, any unfinished legislation over the last two years ends with it. We lose any support we had, and we must start all over again generating support for legislation in support of our earned benefits.

Currently, the Government Pension Offset and Windfall Elimination Provisions can reduce the social security benefits of people who have worked in both private industry (covered by social security) and receive a government annuity (from employment not covered by social security). The bill which would eliminate this adverse impact, HR 82, has reached an important milestone. It now has over 290 co-sponsors. This means that, generally, the House must act on it. NARFE has fought for this legislation for many years and has urged us to send a message to Congress in support of it. Let’s get over the top with this one.

Another piece of needed legislation is HR6398. This bill would give federal employees a 5.1% average pay increase for 2023. However, the President has proposed a 4.6% increase in his 2023 budget . After years of no pay raises and a couple of years of inflation, federal employees deserve our support and that of Congress.

Another item to watch is the budget for next year. If not resolved before the end of September, it’s going to be another Continuing Resolution or limbo.

I am just returning from attending FEDcon22. 18 members from the Washington State Federation were in attendance, two from Chapter 32.

Every Chapter should have a succession plan, does Chapter 32 have such a written plan? If not, why not?

Alzheimer Association gave a great presentation on research results and how the NARFE dollars have made a difference. $6.5 millions of funds have helped to fund at least 85 different research grants. Scanning of the brain and blood tests are now possible to detect Alzheimer. Trial Matches are encouraged, to learn more call the 1-800-272-3900 help line.

WEB/GTO now has 295 cosponsors signed on in support of the bill. Expect some action as early as mid-September.

35 Chapters closed in 2021, 36 closed in 2022 and 12 currently in the pipeline for closing.

Deaths for the period of 2018 – 2021 totaled 16,226. 1,055 from Region # 9 ( AK, WA, OR, ID and MT) Ever member should set a goal of recruiting one new member, ever year.

The 2024 Annual NARFE conference will be held August 18-20, in St. Louis.

The NEB has voted to sell the NARFE Headquarters building. Currently looking for leased property, in and around the DC area.

For those who may not have heard, Bob Elmore is now a resident of Hospice House.

The additional bad news is Joanne Welch recently had a second surgery in just a few months; Pat Hegerberg is NOT enjoying the discomfort from knee issues; and Tami Robinson decided to fight with a piece of granite and lost badly and now sports a broken arm. The summer months have included the loss of members Sam Rothwell and Judy Anderson.

Our annual yard sale and potluck was very successful. We once again were able to assist members in decluttering their homes. The items not sold were donated to Value Village on the North side. They were very appreciative.


We are hoping we will be able to provide future retirees with a Pre-Retirement Seminar this coming Spring. Be on the lookout for more information.

PRESIDENT’S MESSAGE Scott Robinson

Pat Hegerberg has stepped down from the Alzheimer’s Committee after doing it during the past 13 years. Thank you, Pat, for sharing the latest, greatest, and up-to-date research information to our membership. I’m confident that many of our members appreciate your contribution to our group. Consequently, I am now seeking another person who is willing to lead this committee.


Also, Our Board continues to seek an interested person to lead the vacant Membership Committee. Please contact me if you are interested in either of these two positions. Your time and energy would be greatly appreciated by the whole membership.


Spokane Chapter 32 has two fund-raising events per year. One is the I-90 Sprague Lake Rest Stop where we provide coffee for donations. Washington’s DOT is reviving it this summer after COVID-19 restrictions. Our Chapter’s decision to participate is tabled until our membership meeting at Darcy’s Restaurant on June 13. The second event is our annual garage sale, which will be in July. Please read elsewhere in this newsletter for where and when you can donate your unused items and when to volunteer to help sale these same unused items.

Our Chapter activities will go into recess during July and August but resume with our regular membership meeting in September. Enjoy your summer, and I hope to see you in September. ALZHEIMER’S Pat Hegerberg

A Predictor of Alzheimer’s Disease, a new report published in Alzheimer’s & Dementia,

the Journal of the Alzheimer’s Association, shows a link between daytime sleep, memory loss and Alzheimer’s disease. For the research, scientists from Rush Alzheimer’s Disease Center and University of California, San Francisco, used data from the ongoing Rush Memory and Aging Project (MAP) which included more than 1,000 seniors (average age of 81). Through the research, the investigators found a link between daytime napping and Alzheimer’s disease. Additionally, the research revealed that taking longer and more frequent naps was a risk factor for developing Alzheimer’s in cognitively normal seniors.


In fact, the results were so strong that the study authors describe the relationship between daytime napping and Alzheimer’s as a “vicious cycle”. And to prevent, slow, and even help treat Alzheimer’s disease (and the napping that can cause it), you should start with your lifestyle. Get regular nighttime sleep and regular exercise. Eat a healthy, anti-inflammatory diet which includes cutting out processed foods like packaged foods, cookies, and lunch meats. These foods are linked to the build-up of tau proteins. Replace these foods with fresh produce, lean meats, extra virgin olive oil, and omega-3 supplements. These lifestyle changes help protect, nourish, and energize your brain… not harm it.

As of 5/23/2022, total Chapter 32 membership is 436 with 251 (58%) Chapter members and 185 national-only members. Over the last 60 days, we have one new member, Shelly Glenn, and three members passed away: Terry D. Wilson, Mary Hansen, and Constance H. Behrman. One member transferred into the chapter, Robert Backman; and we have 5 prospective members. Five members dropped for non-renewal and 24 members renewed.


For all those members that have renewed your membership, we thank you.


PROGRAM Chris Smith and Joanne Welch

June will be our last meeting for the summer since the chapter takes a break during July and August. Chris Smith will be joining us to talk about our chapter’s website. He has volunteered to help update the site over the coming year. Chris was a webmaster for the National Park Service in Alaska for over 20 years. He’ll be covering some possible changes to the website and how it might be improved to better meet our members' needs.


I’ll be conducting a quick survey on which programs members thought were the best over the last two years. Members will be given a ballot at the meeting (and on-line) and asked to vote for their first, second, and third favorite programs. Please vote! It’s one way to know what members are interested in for future programs. Write-in topics and comments are also welcome. Meanwhile, hope for warmer weather and enjoy the summer.

The city is giving away free disposal passes every month in partnership with Spokane Neighborhood Services. Each pass is worth $25 of trash to be taken to Waste to Energy; apply at the city’s website at myspokanecity.org

The annual Yard Sale and Picnic is scheduled for the weekend of July 29 & 30, 2022. Set up will be on Thursday, July 28th. Donations for the yard sale will be accepted the week of July 25th. Please contact me prior to bringing anything to my house. The caveat to the sale is: we must have at least 4 people at each of the 3-hour time slots. The time slots will be 8:00 AM to 11:00 AM, 10:30 AM to 1:30 PM, and 1:00 PM to 3:30 PM (the last slot will be required to help close for the day or to pack up remaining items for donating to another charity on Saturday).


The annual picnic will be held on Saturday, July 30th, in my backyard. It is usually a potluck, with attendees bringing salads or desserts. I will provide hamburgers, brats, and chicken patties.

During the week of May 1-7, public servants across the country will be recognized for their commitment to ensure our government fulfills the needs of all Americans and keeps the country moving forward in these unprecedented times. During Public Service Recognition Week, NARFE proudly joins other government organizations, Congress, and the White House to express gratitude for our valuable contributions.

The U.S. Bureau of Labor Statistics lists 41,100 government jobs in Spokane and Spokane Valley in March 2022. People fulfilling these jobs make government work at all levels, including city, county, state, and federal. On April 18, the U.S. Office of Personnel Management announced that the Combined Federal Campaign will conduct a special solicitation that will allow the federal community to support charities serving and affected by the war in Ukraine and the resulting humanitarian and refugee crisis. “In this moment of need, our efforts should focus on assisting the people of Ukraine,” said OPM Director Kiran Ahuja. This special solicitation will run through June 30, 2022. The CFC online giving portal can be accessed at cfcgiving.opm.gov. FEDcon22 will be held August 21-23, 2022, at the Westin Kierland Resort in Scottsdale, AZ. Early bird registration ends on May 13. LEGISLATION Roger Bosky During the first week in April, the President signed the postal service reform legislation. This law allows the postal service to maintain a high level of service to the public. to establish a sound financial status, while at the same time providing for greater accountability. The law does have one feature which may adversely affect future retirees. Future USPS retirees who are in the Federal health program will be required to enroll in Medicare A and B. Federal non-postal are not so required. Some analysts predict that the Medicare enrollment requirement will be extended to all Federal retirees. The Government Pension Offset/ Windfall Elimination legislation continues to pick up sponsors and the total is now 269. Just 21 more and the bill must come to the House floor for a vote. If your representative hasn’t signed on, maybe a little nudge is in order. I’m not a financial planner, but I just read from a reliable source that you can buy Government I bonds from Treasury Direct that pay 7.1% interest. They must be held for 12 months and there’s a loss of 3 months interest if held less than 5 years. ALZHEIMER’S Pat Hegerberg Seaweed-Based Drug Approved for Alzheimer’s The first prescription drug since 2003 to be approved for Alzheimer’s is now available in China but not yet in the United States. Much to the surprise of the global Alzheimer’s research community, the drug, called GV-971, has been given the go ahead in China following successful trials. Scientists in China were interested in the connection between poor gut health and Alzheimer’s. This led research to look at the properties of seaweed to restore balance to the intestinal flora. In a mouse model of Alzheimer’s, unbalanced gut bacteria led to infiltration of immune system T cells into the brain, where they stoke neuro-inflammation. Treatment with GV-971 altered the microbiome so it no longer triggered an inflammatory response. Trials are underway with human models. PAST VICE PRESIDENT Arlene Patton At our recent Washington State Federation meeting the Advisory Committee approved financial support for NARFE members to attend the upcoming FEDcon22 in Scottsdale, Arizona in August 21-23, 2022. Specifically, Washington State Chapter and National Only members in good standing will be reimbursed the amount of $190 to cover the (early bird) registration fee and up to $750 for airfare, hotel, and out-of-pocket expenses upon receipt of the Washington State Federation Form F-1 and relevant receipts.
