We held our second membership meeting via Zoom on October 12th at 11:30 with fourteen participants, including our guest speaker. I invite all of you to join our next meeting on November 9th, when we vote for three new Directors for the next three years. Please mark your calendars, and we will provide details for joining the meeting.


Our 2021 average FEHB premiums will increase 4.9%, but our 2021 COLA will increase only 1.3%. For me, I expect to see an extra $30 per month next year, which is better than a minus $30 per month. Overall, premiums for Dental and Vision plans will not increase, and most enrollees will not see any changes. Open season dates for FEHB are November 9 through December 14. You do not have to do anything if you like the health coverage you presently have. Also, if you are like me and have Blue Cross Blue Shield – Basic Plan and Medicare Part B, then remember to request your $800 credit from BCBS to offset Medicare premiums for yourself and for your spouse (total of $1,600). You have until the end of the year to claim this year’s credit.

BIG SPENDER

Congratulations! We will receive a 1.3% raise in our next year’s retirement benefits. However, our health care benefits will increase by an average of 4.6%. This is just another good argument for changing how OPM figures our cost-of-living increases. NARFE has long advocated for using the CPI-E for this purpose which would include health care and food costs, which are such a big item for us retirees.


Congress has now recognized this problem, and the House has proposed H.R.8598 to address the adverse impact on us. The bill would provide for social security and civil service retirees a 3% raise in 2021 and the use of the CPI-E for future cost-of-living raises.


Also, of interest, the Federal Salary Council has reported that Federal employees earn 23% less on average than their private sector counterparts.


Finally, on October 21 the President signed a disturbing executive order. It requires agency heads to identify “Schedule F“ policy-making employees within 90 days. These employees will be at-will and, thus, be stripped of all civil service protections. This step will further politicize the civil service.

Last month, we heard from Dr. Pablo Monsivais, PhS. MPH with WSU’s Elson S. Floyd College of Medicine. His graphics and narrative on CoVid-19 were highly informative, starting with world epidemics of the past. He covered present treatments for CoVid-19 and concerns for the upcoming flu season with the potential for a twin-demic. His conclusion was that Covid-19 is not just about biology, but also about inequities in social and economic circumstances… and those on the low end of the spectrum suffer the most.


Next month’s speaker will be Ann Ozuna, better known as the “Retirement Lady.” Her information about the options for next year’s federal health benefits will be particularly important since CoVid-19 has derailed most health fairs. Sharpen your pencils and take notes during this session. Open Season is November 9 to December 14, 2020. Here is a teaser: BlueCross BlueShield’s family option is now cheaper than their Plus One. Go figure. Please join us for her enlightening overview. We have decided to invite the other Eastern Washington chapters to join us for this Zoom meeting as well.


In December, Steve Roy, newly elected President of the Washington State Federation (NARFE), will join us for a look at things to come in 2021!

This mission is critical and timely as Congress and the administration consider unprecedented cuts to federal pay and benefits. Each new member strengthens the message to Congress and makes our national outreach stronger. It also shows NARFES resolve in maintaining a strong and effective federal workforce.


When you are talking to a possible member, let them know how long we have been in existence and give them an example of the impact NARFE has made for them, such as prevented impact to our Health Benefits and prevented Retirement, Pay and Benefit Cuts. I think they might be interested.


Let us build those numbers up again!

Jean Flechel informed us of Mabel Rantzow’s passing in Seattle. She celebrated her 105th birthday last summer. Also passing recently are, Janette Lippincott, June Dittmer, and Joan Brendmoen.


Sandy Cook recently lost her brother and has moved her mother here from Florida to care for her.

The Estrogen connection

An animal study published in the Journal of Alzheimer's Disease has found that estrogen replacement may protect against the development and progression of Alzheimer's disease in women. The editor-in-chief of the journal, George Perry, Ph.D., further added that "Linking estrogen deficiency to the tau changes of AD provides the missing mechanistic link to the greater risk of AD in women and significantly suggests therapeutic avenues to reduce AD."


In the animal trial, researchers found that estrogen replacement reversed the pathologizing of tau, the nerve cells that are affected in AD, through antioxidant activity. According to co-lead investigator Massimo Tabaton, M.D., from the Unit of Geriatric Medicine at the University of Genova in Italy, the "results suggest that an early postmenopausal estrogen replacement may be protective against AD."

PRESIDENT’S MESSAGE Scott Robinson


As I mentioned last month, we held our first general membership meeting via Zoom on September 14th at 11:30. A few of the regulars plus one extra person joined us for some social time in addition to our business meeting. I, for one, enjoyed visiting with everyone that participated. Our next meeting will be October 12th (Columbus Day) at 11:30. For those of you who do not have a web camera, you can still join us with audio only. Please mark your calendars, and we will send the details to you prior to the meeting.


Regarding the NARFE elections, Ken Thomas will continue as President and Kathryn Hensley as Secretary/Treasurer. Linda Silverio will become our new Region IX Vice President. The national membership adopted 15 of the Proposals and Resolutions and rejected seven of the same. I extend “kudos” to the 25 members of Chapter 032 (7%) who voted.


As national Election Day approaches, it will be different from what we have experienced before. But as in every year, voting remains a fundamental American freedom and civic duty. Therefore, I urge you to vote and return your ballot as early as possible to ensure it being counted.

CHOICES

It is Autumn, and time to make choices. The most important is the election. Make sure to return that ballot and vote. I found a website, govexec.gov, which provides any comments that the presidential candidates have expressed about Federal pay and benefits.


Another big choice happens during the open season for health benefits which begins November 9th There are new choices for dental and vision benefits. Note that the OPM website may have changed since you last saw it. OPM locks out users who have not used the site for 6 months. Make sure that you can access the site and know how to navigate to make your choices. Our health benefits brings to mind an issue that perplexes me. Federal employees pay premiums with pre-tax dollars. Why don’t retirees get the same benefit?


The Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) are still on the Congressional table. Over 2 million people are getting reduced social security benefits because of these provisions. The House has 258 co-sponsors of H.R.141 on both sides of the aisle. I note that our representative, CMR, is not yet a co-sponsor. Give her a call and give her the opportunity to get on the side of fairness for retirees.


Another issue out there is the payroll tax deferral for Federal employees. This deferral does not affect postal employees or retirees. Under the provision social security and Medicare taxes will not be deducted from their pay. But the deferred taxes will have to be repaid early next year. What a big inconvenience this is!

Welcome to the era of Zoom. It was fun to see everyone, even if it was only on our computer screen! Get ready for our next meeting when we welcome Pablo Monsivais, PhD, MPH (Master of Public Health), and an Associate Professor with WSU’s Elson S. Floyd College of Medicine. He specializes in measuring social and environmental determinants of health, particularly the theory and methods for understanding the causes of health inequities. He was quoted in the Spokane Review a couple months ago regarding an article about measuring Covid-19 in wastewater. Nancy Fike, Senior Development Director, and our coordinator for speakers from WSU, indicates he is “fabulous.” I hope she also joins us for the Zoom meeting on October 12th. Be there or "be square" as they say.


In November, look forward to Ann Ozuna’s enlightening words about health benefits just in time for Open Season. Dubbed "the Retirement Lady”, she always has great insight about upcoming changes to federal health benefits. I know I will take notes for that session. Additional information will be in the next NARFE newsletter.

This would normally be the time of year we would be planning Health Fairs and membership drives, WOW how times have changed! While we are not able to represent NARFE through in person Health Fairs we can reach out to individuals to communicate the benefits of NARFE membership. The message is the same whether the person is a current Federal Employee, or they are retired. We need to protect the erosion of our earned federal benefits with aggressive federal and state legislative presentation. NARFE is the exact organization that had been designed for just that reason. I have always prided myself that "I worked for the Federal Government" and that my pension being reduced or taken away could never happen to me! But could it?


When you are talking to potential recruits, do not forget to mention the other perks of NARFE such as benefit counseling, scholarships and of course the wonderful magazine that can answer questions long before you even knew you had them.

Bottom line, though, none of us want to be surprised in the future for benefits we thought were our earned right. Both the current employee and the retired can see that they have a vested interest in what NARFE had to offer.

The Insulin Connection

Alzheimer's disease is a form of dementia that most commonly affects aging adults. While there is no cure for the neurodegenerative disorder, there are proven preventive factors, including certain forms of exercise and diets. According to nutritional psychiatrist Georgia Ede, M.D., one of the most effective ways to reduce the risk of Alzheimer's is by lowering insulin levels. The path to Alzheimer's is paved with insulin resistance." Paying attention to this risk factor as early as 20 or 30 years old can help people pave different, healthier paths for aging.


Insulin is a master growth hormone made in the pancreas, Ede explains, and it controls the levels and activities of most other hormones in the body. Insulin resistance occurs when cells in the fat, muscles, and liver can no longer respond to insulin and can't take glucose from the blood. To make up for it, the pancreas will pump out more insulin to help glucose enter the cells. Over time, this leads to blood sugar spikes.


How are insulin resistance and Alzheimer's related? “While insulin resistance is not the only determination of Alzheimer's, Ede says, it is a very powerful risk factor”. The science is truly clear," she says. Research has shown insulin resistance directly affects the ability of the hippocampus (aka the brain's memory center) to access energy. Without proper energy levels, this region of the brain will begin to shrink and die, she explains, leading to cognitive and memory decline.

Wow! Who would have thought back in March that we would still be living with consequences of the COVID-19 virus in September?


Your Board recently met via Zoom for the first time since December. I enjoyed seeing everyone’s face and hearing their voice. As much as we would like to reconvene face-to-face meetings, the governor’s Safe Start plan continues to restrict social gatherings to five people or ten when Spokane County advances to Phase 3.


Hence, we will try a general membership meeting via Zoom for September 14th at 11:30. For those of you who do not have a web camera, you can still join us with audio only. Therefore, mark your calendars, details are in this newsletter, under ZOOM.

Some of us fear that this method of conducting social business has become the new normal. In addition to our magazine, NARFE headquarters offers webinars for us to learn about our earned benefits and successful living in retirement. You can go to www.narfe.org for the latest offerings.

Spokane Chapter 32 has hosted free coffee and cookies at the Sprague Lake Rest Stop along Interstate 90 for several years. This event has been a major fund raiser, in addition to our annual garage sale, for our chapter. Unfortunately, both events have been cancelled this year. Fortunately, the Chapter has not spent much money.

LEGISLATION Roger Bosky** ** Kathy Brooks on what's happening with the US Postal Service


Roger has asked that I write an article for this month’s newsletter because of what is happening within the Postal Service. I worked for the USPS for 40 years. During that time, I saw many changes, the biggest being from the US Post Office Department, a true government agency, to the USPS. Prior to 1971, the Postmaster General was a member of the President’s Cabinet. Not anymore.


There is a lot of talk about “vote by mail”. We in Washington State have been voting by mail for a number of years and it seems to work fine. In fact, several retired USPS employees, me included, serve as extra elections help. What we have seen while working at the elections Office ensures us that the security of the voting system is better than on-sight voting. But that is not the real issue.


The real issue is reducing the USPS’ ability to process mail timely

and it is impacting every person in our country.


Retired Gov’t employees receive their medications via the mail, as do most veterans. Some of these medications are shipped with ice packs to preserve the meds. If they are NOT delivered timely, the meds are useless.


Small businesses utilize the USPS to ship, and receive goods daily, again, delaying the mail impacts them.


Finally, many customers of the USPS DO NOT use the internet to receive, pay or track their monthly bills. If the checks or bills are delayed in the mail stream, customers can incur increase costs for late fees.

Please, step away from the “vote by mail” argument and fight for all the customers, individuals, and small businesses, which rely on the USPS daily. They are the real victims of reduction in service implemented by the new Postmaster General.

Just a quick note from the co-chairs for membership programs. What a year to try to schedule programs! It was decided in our NARFE Chapter Board Meeting on August 24 that until there is a dramatic decrease in COVID-19 cases and accompanying guidance from the powers that be (Inslee and Lutz), we will be connecting with members via Zoom. One of the board members has a membership, so life is good. It’s a new world and we are curious how many of our membership will be involved.


In that regard, we are looking forward to the first Zoom meeting on September 14th to get things started. Deeper into fall, we will be having a speaker on October 12th from WSU Elson S. Floyd College of Medicine; the topic will be CoVid-19 and vaccinations. Our November speaker is scheduled to be Ann Ozuna, "the Retirement Lady”, speaking about next year’s federal health benefits, just in time for Open Season. Our programs will begin at 11:30, but obviously without a catered lunch, so the speaker will be first on the agenda after the pledge and some brief introductory remarks.


Chris and I are gathering topics and speakers for future meetings and we would like your input. What topics are you interested in for our meetings? Washington State Federation (WSF) update: The WSF continues to hold their Board meetings electronically.


In addition to regular business the WSF formed a “Redistricting Committee”. With the decrease of WSF Chapters to 16 and more and more business being handled electronically it is time to look at redistricting. The current proposal is to reduce the number of districts from 5 to 3. The reduction from 5 to 3: One district covering the 6 Chapters in Eastern Washington. A district covering the 5 Chapters from Seattle North and a District covering the Olympic peninsula Chapters and Vancouver. Each District VP will be encouraged to work with an assistant.


The proposal will be presented to the WSF Board at their Sept. 30th Board meeting. Changes in redistricting requires the vote of the WSF membership and a change to the bylaws and standing roles.

Wow! What a year this has been! 2020 will be one for the history books.


Membership is under fire from the effects of the COVID virus like we have never experienced. When we think about membership it has become more an issue of maintaining membership interest than an issue of recruitment, we all miss being able to gather together to socialize as well as keep current on events and issues that affect Federal retirees.


When we are again allowed to meet take the opportunity to reach out to fellow members and remind them how valuable they are to NARFE. Without our membership we have no voice to support and protect our rights and benefits.


As a retired Postal employee, I am particularly alarmed that the USPS in under fire not just by COVID but by our own President. During a time in this country when the American public should be assured of reliable universal service, he seeks to undermine the very foundation of the organization.

Retention and recruitment have never been more important to ensuring the voice of the Federal employee is heard.

Guard your health, peace of mind and have faith that things will get better.

In a study just published in the prestigious journal Neurology, 8/2020, researchers combined data from two different populations for a total of close to 2,000 adult individuals followed for approximately 6 years. Healthy lifestyle metrics that were followed in these participants included nonsmoking, moderate to vigorous physical activity, a high-quality Mediterranean-type diet, light to moderate alcohol consumption, and engagement in late-life cognitive activities. The degree of participation in each of these activities was ultimately compared to risk for developing Alzheimer’s disease.


The results of the research were absolutely worth writing home about. Compared with individuals who scored positive on only 0 or 1 healthy lifestyle factors, those who chose to live their lives such that they had 2 or 3 of the healthy lifestyle parameters had a 37% decreased risk of Alzheimer’s disease. In those with 4 or 5 of the healthy lifestyle factors listed above, the risk of Alzheimer’s developing during the study was reduced by a dramatic 60%!
