I had a previous telephone conversation with a national member who wanted to join Spokane Chapter. Mark said that a Tri-Cities Chapter member told him that Spokane Chapter was closing and, therefore, Mark should join the Tri-Cities Chapter. I’m here, today, to say that Spokane Chapter is not closing and has never talked about closing. Our chapter recently celebrated 73 years and plans to continue into future years.


I suggested a couple of years ago that you prepare an Emergency Evacuation Plan for your home in the event of a natural disaster. The Gray and Oregon Road fires burnt nearly 21,000 acres and 710 structures in August of this year. Both fires were among the worst natural disasters in the Inland Northwest, especially since Firestorm ’91. I hope none of you were affected by either of these fires. They are reminders that you don’t want to think about this or that when the Deputy Sheriff comes knocking at your door and says, “You MUST leave now.” Your plan should be one page in length with items listed in bullet format. If you have not prepared your plan in the past couple of years, then I encourage you to do so now.

ALZHEIMER’S (vacant Chairperson)

Caregivers may be tasked with many responsibilities that reduce good care of themselves. However, the best thing caregivers can do is stay physically and emotionally strong. If you are a caregiver, then Alzheimer’s Association suggests


(1) visit your physician regularly (at least annually), and listen to what your body is telling you; (2) exercise to remain physically healthy;

(3) eat a heart-healthy diet with little red meat but emphasizes whole grains, fruits, vegetables, fish, nuts, olive oil and other healthy fats; and

(4) five tips to help with coping: (a) manage stress, (b) be realistic, (c) know you're doing your best, (d) take breaks, and (e) accept changes. (Source: alz.org 09/23/2023).

Todd Studebaker, friend of Dennis Poppe, will talk to us in October about Long Term Care. Ann Ozuna will present her annual review of Federal Employees Health Benefits (FEHB) in November, and we will celebrate the holidays during December. Please join us in January 2024 when Robert “Bob” Bartlett, PhD, will share his research of the 555th Parachute Infantry Company, aka Triple Nickles” (their spelling) with us. We will invite Candice Correa, PhD, to return in February to share her latest tax information for federal employees.

NARFE PAC (Vacant Chairperson)

NARFE-PAC protects your pay and benefits by raising and spending money to elect members of Congress who support the federal community. The PAC works for you by building strong relationships with lawmakers and providing NARFE with additional opportunities to share our most pressing concerns. NARFE-PAC is financed through your direct, voluntary contributions to a separate fund. Federal law prohibits NARFE-PAC from soliciting contributions from anyone other than NARFE members and the immediate family of these individuals. Any contribution received from any other person will be returned to the contributor. (source narfe.org).


You can contribute to NARFE – PAC using the contribution form found in the monthly NARFE Magazine or by sending a check made out to NARFE – PAC, to our Post Office Box. The address is: NARFE, PO Box 4592, Spokane, WA 99220.


LEGISLATION Roger Bosky

My wish was that I could report a resolution to the government shut down was reached, however, we have a temporary resolution.


On the positive side, HR82 (Government Pension Offset - Windfall Elimination Provision) now has 294 co-sponsors, meaning that there’s a better chance for the bill to be passed. However, the House Republicans seem focused on reducing the budget, rather than healing harms. There are also a few other GPO/WEP bills in the House dealing with the issue in other ways.


The President has proposed a 5.2% pay raise for Federal employees, and it looks like retirees will get a 3.3 % cost of living increase. This morning OPM announced that our health benefits will increase, on average, 7.7%, only 1% lower than last year’s 8.7%.


PAST VICE PRESIDENT Arlene Patton

Chapter 32’s membership remains solid. To date there is a total of 455 members (225 Chapter and 220 national only). A special thanks to those members that promptly renewed their membership. However, we need to take every opportunity to recruit new members. The upcoming 2023 Federal health benefit fairs are always an opportunity to solicit new members. The schedule of the local health fairs will be listed below soon.


During our September 11th Chapter meeting and 73rd year-of-service celebration, three members were recognized for the valuable service they have provided to the Chapter. Those presented with a “Citation for Distinguished Service” were:

  • Lois Pace – joined NARFE 12/1/1981 – a 42-year NARFE and Chapter 32 member. Lois served as an officer and on many Chapter committees. She and her husband Dwight were also very supportive of the Federation. In 1999 Lois and Dwight recognized the need for NARFE to connect more with the community and the federal workforce. Recognizing that need, they created the Pre-Retirement Seminar training sessions. This annual event helps the Chapter to raise funds, dedicated to off-set leadership development costs and is a great recruitment opportunity.

  • Harry Lippencott – joined NARFE 11/18/1999 – a 24-year NARFE and Chapter 32 member. Harry has been a “behind the scenes” active member for several years. His assistance with the monthly newsletter and other published information is invaluable.

  • Phillip Moyle – joined NARFE om 12/22/1999 – a 24-year NARFE and Chapter 32 member. Phil served as an officer, director and provided valuable assistance during Washington State Federation conferences hosted by Chapter 32 and held in Spokane. He also helped coordinate the required annual audits of Chapter 32’s financial records.

Also, revised Chapter 32 Bylaws were approved to go forward to the Chapter members. The final vote on the revised bylaws will go before the full membership during the October 9th meeting. The proposed bylaws are posted on the Chapters website under Members, then Documents and Social Media. Please review and be prepared to vote.

NARFE is the only organization solely dedicated to Protect and Preserve the pay and benefits of all federal workers and retirees.


I hope everyone had a good summer. For those of you who subscribe to BlueCross BlueShield Basic Plan, I want to remind you to request reimbursement for your Medicare Part B premiums. BCBS promised $800 to you and $800 to your spouse if both of you pay Part B premiums. All you must do is apply for it. Tami and I received our reimbursements this summer.


Spokane Chapter is planning to “Walk to End Alzheimer’s” on September 30. NARFE has contributed financial resources to Alzheimer’s research over many years because this disease touches many of us in our later years. I invite you to walk with me for Alzheimer’s. These opportunities offer you chances to mix and mingle with other federal retirees and, perhaps, recruit a new member or two along the way. In fact, as of July 2023, NARFE Nationally has contributed $15,869,922.69 to Alzheimer’s Research.


As Spokane Chapter resumes its monthly membership meetings in September, I invite you to join us. You may ask, “What’s in it for me?” Firstly, visiting with other federal retirees during lunch. Secondly, listening to our great guest speakers. And thirdly, learning about local grass-roots advocacy for our earned benefits. ALZHEIMER’S (vacant Chairperson)

This ghost writer previously wrote about the Food and Drug Administration’s (FDA) “accelerated” approval of the new drug Lecanemab, which will be marketed as Leqembi. However, the Centers for Medicare & Medicaid Services (CMS) would not pay for Lecanemab without “full” approval from the FDA. Fear not for now I bring you good news. The Alzheimer’s Association welcomes (07/06/2023) the FDA’s “full” approval of Leqembi and CMS initiative (08/02/2023) to improve the way dementia care is delivered for people living with Alzheimer's disease and other dementia. Hence, more people will have access to this drug and be able to afford it. Leqembi won’t cure the disease, but it should slow progression of the disease.


This year’s Walk to End Alzheimer’s will be September 30, which will begin and end near the Clock Tower in Riverfront Park. President Scott Robinson invites you to walk with him on this day. You can go to

NARFE – PAC (Vacant Chairperson)

Between January 1 and March 30 of this year, 5,727 NARFE members contributed $236,186 to NARFE-PAC. Of this total amount, 52 National Only - Washington State contributed $2,054.00, and nine Spokane Chapter members contributed $485.00. During this same time, NARFE-PAC disbursed $151,500 for political purposes of which $30,500 went to candidates, $105,000 to non-candidate committees, and $16,000 to leadership PACs. Thank you for your wiliness to support the campaigns of fed-friendly legislators.

LEGISLATION Roger Bosky

Congress has been in recess, so the legislative scene has been relatively quiet. However, that doesn’t mean that Congress hasn’t been thinking about us. As our Chapter President pointed out a few months ago, the Republican Study Committee has recommended many changes that will have an extremely adverse impact on our pay and benefits.

They include, for example:

  • no automatic within-grade increases

  • reduce or eliminate some COLA’s.

  • increase the number of years for pension calculations.

  • reduce government contributions to our health plans.

  • reduce government contributions to FERS TSP plans.

  • lower the G fund interest rate.

What a kick in the pants!

On the positive side it appears that our COLA for 2024 will be around 3%, which will help some with inflation. Also, the GPO/WEP bill now has 289 co-sponsors. One more, and there’s a better chance for a vote.

Thirteen years ago, when we celebrated our 60th anniversary there was 6 former and present Chapter Presidents in attendance that help cut the cake. We hope to have the same or more in attendance for our 73rd celebration.


A special thanks to Wanda Faulkner, Roger Bosky, Keith Townsend, Joanne Welch, Chris Smith, and Sue Harvey for helping to cover NARFE’s table at the August 12 Unity in the Community. Several stopped by the NARFE table to learn more about NARFE and the services we offer to federal employees & retirees. It was a warm Saturday, but the overall turnout was good. Next outreach event will be September 30th Walk to End Alzheimer.


Chapter 32’s membership remains strong. In August 2023 the Chapter has 443 members, 229 Chapter members and 214 national only members. A special thanks to members that continue to renew your NARFE membership and supports Chapter 32

Web visits remain constant but lower than expected regarding the size of our membership. Be sure to log on to narfespokane.org to read the upcoming month's newsletter; the newsletter is published on the web well before you receive it hardcopy in the mail. We’re also including a speaker’s summary after the meeting every month as well. Visit our events page for upcoming happenings like our annual yard sale (8/25-26), the September Chapter Celebration (9/11), and the Walk for Alzheimer’s (9/30). We held our annual Yard Sale on August 25 & 26. The results of the sale are not in yet. But fun was had by those working at the sale. Thank you, Roger Bosly, Margie Dennis, Sue Harvey, Mary Rohner, Gisela Moyle, Wanda Faulker, Bev Benka, Arlene Patton, Mitzi Patton and Arlene’s Grandsons Darius, Greyson, Peyton, and Parker.

With the devastation of the recent wildfires, Chapter is sending our condolences to members who have lost family members, friends, pets, and property. These events have caused many in our midst an unfathomable disruption to their lives and heartache.


The Chapter is sending birthday and anniversary wishes to our members who celebrate in September.


Margie and Mike Dennis recently lost Mike’s uncle. Kathy Brooks, AGAIN, just could not stay upright, and fell, breaking a bone in her ankle and big toe. She is healing well.


The Chapter recently participated in Unity in the Community. The event was on a very hot day in Riverfront Park. Arlene Patton and Wanda Faulkner talked to several interested attendees in the morning. Chris Smith, Joanne Welch, Roger Bosley, Keith Townsend, and I talked with a few attendees in the afternoon.


Welcome to the new members, Mary Trudeau, and Sherry Ramin from Waterville who recently transferred to our Chapter.


The sad news is T. Sue Matsui recently passed away.

Licett Garbe, representing Washington State Senator Patty Murray, joined us at our June 12th membership meeting . Senator Murray now holds the title of Chair of Appropriations. She, along with Senator Maria Cantrell and Representative Cathy McMorris, are lending bipartisan support for a several major projects: 23M for improvements to the Spokane Airport and continued construction on the North Spokane Corridor.

  • Murray continues to be an advocate for the Working Families Act; Eastern Washington rural areas are especially in need of child care and a livable wage.

  • Murray is working with native tribes on protecting and restoring fish pathways and continues her commitment to climate mitigation.

  • She supports mental health bills and increases in federal funds at the community level in WA to assist.

  • Murray is a co-sponsor of the WEP/GPO bill.

  • She is also concerned with the effect of rent increases, the development of trade schools, and the demographics of our nation's low birth rate alongside the increased rate of retirements.


Licette indicated the Senator's desire to hear from her constituents. Emails are better than phone calls, but all are welcome. The membership very much appreciated Ms. Garbe's knowledge of current issues and shared how the Senator is responding to the never-ending complexities of today's world. Thanks for coming, Lisette! Hope to have you back soon.
